Dwayne is an industry leader in developing solutions to mitigate water challenges and climate change, and using reclaimed water to bolster local water supplies. He served as the Design Project Manager for the SWIFT Research Center — a one-mgd pilot facility that used an eight-step, carbon-based advanced treatment process to produce finished water for managed aquifer recharge. Over the course of decades with Hazen, Dwayne has provided construction and project management for some of the largest water-related projects in Virginia. Under his leadership, Hazen’s Virginia Beach office expanded from 5 staff members to more than 50. Dwayne also manages complex annual services contracts with more than 100 task orders for clients including City of Norfolk and Hampton Roads Sanitation District.
