Phill has extensive experience managing, planning, designing, and analyzing wastewater treatment and reclamation facilities. His expertise includes biological nutrient removal (BNR) and membrane bioreactor (MBR) systems, sampling protocol and analysis, disinfection, solids handling, and construction administration. Phill was project manager for the design of Loudoun Water’s $76M expansion of the Broad Run Water Reclamation Facility in Ashburn, Virginia.
